About Us

Residents Against Frankford’s Relocation, RAFR, is a group formed entirely to oppose Frankford/Aria Hospital’s proposal to build a 375,000 sq. ft. hospital, as well as, two 40,000 sq. ft. buildings at Route 332, (Newtown Bypass), and Stony Hill Road, on the corner next to the Shady Brook Farm.

This land is zoned Office/ Research. We oppose the “special exception” that Frankford/Aria is asking of the Lower Makefield Township’s Zoning Hearing Board.

Frankford/Aria took RAFR to Appeal's Court claiming that our community group did not have standing in the case to appeal the Zoning Hearing Board's decision to grant a special exception to the hospital

The RAFR attorney, Ron Smolow, filed a concise brief which Judge Clyde Waite obviously read very carefully.

Judge Waite ruled in RAFR's favor confirming our standing in this case.

This is a reaffirmation of the correctness of RAFR's cause!

We will continue to fight the Zoning Hearing Board's decision in Appeal's Court as long as it takes.

Residents Against Frankford/Aria Relocation (RAFR) Update

The community still strongely opposes the relocation of Frankford/Aria to the corner of Route 332 (the Newtown Bypass), and Stony Hill Road. With over 100 new signatures on RAFR petitions, the fight against the proposed hospital move continues. Two legal appeals to challenge the Zoning Hearing Board approval, one from RAFR, and one from the Lower Makefield Township Board of supervisors, make their way through the Appeals Court.

RAFR's wonderful attorney, Ron Smolow, and the hospital's attorney, went head to head in Appeals Court yesterday, June 2, as the hospital tries to knock us out of the game by maintaining that we do not have standing in this case. We will let you know of Judge Waite's ruling as soon as we hear.

We also continue to receive donations through RAFR.org. Your donations are needed to continue this legal battle.

Secret Meetings with Aria Hospital !! At the LMT Board of Supervisors Meeting recently,  RAFR co-chair Irene Koehler publicly questioned the supervisors about whether they had secret out-of-town meetings with Aria Hospital representatives.  The surprising answer was 'Yes' for three of the supevisors!!  These are the same supervisors that are opposed to the hospital move. See In the News on the right -->

What can you do to help?

  • Write letters to the Supervisors demanding that they stop the secret meetings with Aria.
  • Send copies of these letters to the BCCT and to the Yardley News and Newtown Advance.
  • Attend the LMT Supervisors meetings and tell the supervisors to continue to fight the Aria Hospital move.
  • DONATE!  We still have legal fees and other costs [mailings and signs] that are ongoing.

On October 6, three members of the Zoning Hearing Board voted to change our normally strict LMT zoning rules to allow a Special Exception to permit

Frankford/Aria Hospital to move to LMT, thereby VIRTUALLY VOTING TO INCREASE OUR LMT TAXES:

  • Anthony Zamparelli

Two members VOTED TO OPPOSE the Special Exception for the hospital:

  • Jerry Gruen
  • Paul Bamburak

Mr Gruen also made a heartfelt plea to the Zoning Hearing Board to vote against the unneeded hospital and proposed limiting the future expansion of the hospital at the Shady Brook Farm site.

Mr Malinowski, Mr Kim, and Mr Zamparelli opposed this and VOTED TO ALLOW ADDITIONAL EXPANSION OF THE HOSPITAL EVEN BEFORE IT IS BUILT!!

On Oct. 21, the LMT Supervisors, in opposition to the Frankford/Aria Hospital move, voted unanimously (5-0) to APPEAL THE ZONING BOARD’S DECISION IN COURT! 

The Fight Continues!!

On Nov. 2 and Nov. 5, RAFR and LMT filed court appeals against the zoning board's approval of the hospital!

The Facts

SAY "NO" TO MORE TAXES!
Frankford Hospital will not be a tax ratable.
   1. The LMT Supervisors said that our taxes will be raised to pay for increased services
       for police, fire, and other personnel.
   2. We will not benefit from the SUBSTANTIAL tax revenue that would be generated by
       a for-profit office building at that site.

The cost to appeal the Zoning Hearing Board's disastrous and shortsighted decision in court will be trivial compared to the ongoing cost—more than $400,000/year—for the Lower Makefield taxpayer who will have to subsidize this hospital year after year after year. Over the 30-year life of the hospital, this means at least $12 MILLION IN ADDITIONAL LMT TAXES!  A comparable for-profit business at that site would generate more than $750,000 year in revenue, $22 million in lost revenue over 30 years—all for a hospital that is not needed.

SAY "NO" TO MORE TRAFFIC CONGESTION!
The intersection of Stony Hill Road and the Route 332 Bypass has the worst traffic congestion of any in this area. Frankford/Aria Hospital will clog this intersection. Frankford/Aria plans to close their hospital at Oxford Valley. Can the intersection of Route 332 and Stony Hill Road handle this hospital traffic? How will the screaming ambulances be able to move through that traffic?

ALL DAY, ALL NIGHT, ALL THE TIME!
24 Hours a Day, 7 Days a Week, 365 Days a Year. Emergency Room. Helicopter Pad. More Noise and Lights. All will have a negative impact on the balance of agriculture and suburbia.

IT IS NOT NEEDED!
Unlike NJ and most other states, PA has no requirement to demonstrate a need for a new hospital.  Other area hospitals are closing, laying off employees, or are in financial trouble. Frankford/Aria laid off 150 employees earlier this year due to lack of need.  St Mary Medical Center is only 5 miles away, AND a new, larger hospital is already being built by Capital Health near the Scudder’s Falls bridge 6 miles away.  Another hospital is not needed.
